The process of prevention and control of social harms in Islam begins with setting the norms and goes through socializing, curing, re-socializing, and punishment of the deviant. The aim of this research is to present the criteria and principles of setting the norms based on the teachings of the Holy Quran. The main question of the research is: What is the process of setting the norms based on the teachings of the Holy Quran and how can its proper implementation prevent from deviance?
This research that is a sort of theme-based Quranic interpretation has been done by documentary method and qualitative content analysis of the relevant verses. The major pillars of the process of setting the norms based on Quranic perspectives are: acknowledging God’s norm-setting status; defining of the norms by God; internal compatibility of norms and their clarity; modification of the conditions for acceptance of the norms; not setting tenuous norms; observing convenience of individuals in setting the norms; the rational basis of setting the norms; the prohibition of setting norms for privilege; limiting the restricting norms; not distorting righteous norms; facilitating characteristic of social norms; non-probability of normalization of norm-breaking because of the multiplicity of norm-breakers; the probability of breaking the norm for a more expedient concern; flexibility in setting and implementing the norms. The correct observation of these items in norm-setting process strengthens the internal commitment for implementing the norms, reducing the probability of its breakage and prevents from deviance
