Considering the contemporary cultural challenges and theoretical and executive gaps in leisure policy making in the Islamic Republic of Iran, this research was conducted with the aim of designing a native model for Islamic state policy making in this area. The research method is descriptive-analytical with a qualitative approach and directional content analysis, and its data were collected from Islamic sources (the Quran, narrations and the life of the infallibles) and policy documents.
The research findings show that policy making in the field of Islamic leisure should be based on four fundamental principles of balance, purposefulness, responsibility and leisure justice and should be designed at three levels of legislation, implementation and supervision. Accordingly, the Islamic state plays a key role in cultural guidance, infrastructural development, and content supervision of leisure activities. The innovation of the research is in presenting a three-level and multidimensional model that, through comparative analysis, also clarifies the fundamental differences between the Islamic model and Western models. This model can be a basis for compiling a national document on Islamic leisure and improving the country's cultural policies.
